For many years, maintaining full ITFS coverage across Vietnam required businesses to manage multiple toll-free prefixes.
These prefixes and Vietnam toll-free numbers were historically segregated, with each one tied to a specific major domestic telecommunications operator — like VNPT, Viettel — leading to a fragmented setup:

This meant that companies had to provision multiple numbers just to ensure complete reach across all Vietnamese networks.
The Upcoming Vietnam ITFS Consolidation in 2025
Effective October 31, 2025, Mobifone will officially discontinue support for all ITFS numbers beginning with the 121 prefix. Instead, Mobifone traffic will be consolidated under the 120 prefix (VNPT).
Here’s what used to be the situation and how this change simplifies nationwide coverage:
1. ITFS Reach
Previously: To achieve full reachability across all mobile and landline networks in Vietnam, providers needed to secure ITFS numbers with three separate prefixes (122, 120, and 121).
Now: Full reachability will be achieved with just two prefixes (120 and 122).
2. Complexity
Previously: The system was fragmented and complex, requiring multiple numbers and causing confusion about network reachability (i.e. which number was reachable from which network).
Now: The ITFS framework becomes easier to manage and requires fewer resources for nationwide coverage.
3. Risk of Missed Calls
Previously: If a business only held a 122 number, it would be unreachable by VNPT and Mobifone customers, severely limiting potential calls and business.
Now: Centralized coverage ensures VNPT and Mobifone customers can both reach 120-prefixed numbers.
